Reaching the opinion that the adoption of the detailed plan is supported by predominant public interest and the prison is, among other things, useful for the development of the Maardu Town and employment, the Maardu Town Council adopted the detailed plan:

The detailed plan is accompanied by an explanatory memorandum that thoroughly describes the considerations for building the prison, including the choice of location:

According to the opinion of the North-Estonian Regional Rescue Centre there is no reason to establish restrictions with regard to the prison construction:

Before the adoption of the detailed plan, a number of relevant discussions were held. On 30th October 2007, Vopak E.O.S. Ltd. submitted an explanatory memorandum with which they agreed to the adoption of the plan:

The detailed plan also has the approval of the Harju County Governor:

The Rescue Board does not see any such dangers with regard to the fuel terminal that would prevent the construction of prison:

There is an approval from all necessary authorities in order to obtain the building permit of the prison:

The risk assessment of E-Konsult Ltd., which due to the specific features of the prison is especially conservative, confirms that the construction of the prison on the land in question is possible:

Ministry of Justice indicates the erroneousness and contradiction of the positions of Vopak E.O.S. and confirms that the implementation of the project does not bring along such dangers that would provide the Maardu Town Council a reason for refusing the issue of building permit:

On 18th June 2009, the Maardu Town Government issued the building permits required for the building of the prison finding that all requirements arsing from the law have been complied with:

Actual interests of Vopak E.O.S. are characterised by a map on which both the area of the prison and the detailed plan, as well as the area requested by the company can be seen (Maardu Town initiated the detailed plan on 13th July 2007 but has been unable to adopt it because until now Vopak E.O.S. has not completed the strategic assessment of environmental impacts)
