Chronology

April 4, 2006 – Initiation of detailed plan pursuant to which ETP Grupp (with current name Sweco Projekt) started to prepare the detailed plan. The plan was coordinated both by the Rescue Board and the environmental authority.

August 10, 2007 – Public discussion in Maardu at which E.O.S. Ltd. filed its objections.  

October 16, 2007 – Harju County Governor’s supervision resolution concerning the detailed plan which did not satisfy the objections.

October 30, 2007 – E.O.S. Ltd. gives a written confirmation to Maardu that it will withdraw all objections with regard to the prison plan and agrees to the adoption of detailed plan.

October 30, 2007 – The detailed plan is adopted after which the State Real Estate Ltd. starts to design the prison on the basis of a cooperation agreement concluded with the Ministry of Justice.

February 28, 2009 – The preliminary design of prison is completed (Amhold Ltd.).

June 18, 2009 – Maardu Town issues building permits for building the prison, VOPAK E.O.S. Ltd. files a complaint.

January 12, 2010 – the State files an action against Vopak E.O.S., requesting that Vopak E.O.S. stop violating the right of ownership of the State and return the plots of land belonging to the State from unlawful possession (plots of land situated by Paemurru Street, where a railway of Vopak is located). Moreover, the State requests compensation for what has been gained as a result of using the said plots of land.

March 19, 2010 – Vopak E.O.S. files an action against the State and the State Real Estate of Estonia (Riigi Kinnisvara AS) in order to ascertain the personal right of use of the pipes located on the registered immovable of the new Tallinn prison as up to now, there is no right of use of the land formalised pursuant to procedure prescribed by legislation. Vopak E.O.S. has not paid any charges for using the land.

May 27, 2010 – Vopak E.O.S. files an appeal with the court against Maardu City Council decision whereby the City Council refused to reconsider the plans related to the new Tallinn Prison.

 

January 18, 2011 – Tallinn Administrative Court rejects the appeal of Vopak E.O.S. for revoking building permits.
